He goes over the pond and gets in. At least the pond is free of pollution so it's not so bad. He swims over to the hat and grabs it. Then pulls himself out of the pond.

He manages to stand back up even despite his shivering. He puts the hat on, which causes his outfit to change back to his normal Robin Hood outfit. And completely dry too.

"There we go. That's better." He even briefly summons his bow and arrow to check to make sure that's working too before making them disappear.
