Oh, I know! For Cap of Rushes, she could have a cloak of disguise or camouflage, possibly with some enhanced durability so it can act as a shield. She could possibly also have a magical girl-like transformation with her dress, although trying to think of any powers beyond "no one can recognize me" glamour. As for quirks, speaking in riddles from time to time or pulling "pranks" to make people think more would be interesting ones.
But honestly, I think that the White Cat would have a more versatile power set and has more room to grow, like RIDICULOUSLY so, given how many things the cat can do in the story. (Not to mention good sweet everything, that PALACE.) To start, along with transforming into a cat and being able to communicate with cats, she could summon a pair of servant hands that could like like the spell Mage Hand, and perhaps summon a wooden horse or monkey to ride while in cat form. She could also have a sort of Miraculous style Lucky Charm where she pulls out a handy item from a nut or grain, but she has to deal with breaking all the nuts and grains inside each other in order to get it. (Also REALLY want to do something with the bracelet locket, but mind's blanking a bit.) She can also play the guitar and singing if she can't already, because of the Cat's musicians. Seriously, you can come up with a good set of powers already, and the Cat can do so MUCH that there's a lot you can add on down the line through campaign rewards.
As for quirks, being a bit more melancholy or pessimistic would work, given how heartbroken the cat was at the beginning of the story.
